- Is a restoration of the same authorization approved by the voters in 2004
- Restores the 1mill Sinking Fund over 5 years, which is a limited property tax, considered a pay-as-you-go method for building repairs and renovations
- The 2004 1 mill Sinking Fund was rolled back by the Headlee Amendment to .9861 mills. The district is asking for the authority to restore back to 1 mill.
- It is more effective and less costly to maintain a building than to do major repairs every 10 years.

- The State of Michigan requires Sinking Fund dollars be used to fund capital enhancements or facility repairs.
- Revenue from the Sinking Fund will be used for ongoing building repairs such as roofs, mechanical and electrical upgrades, floors, ceiling and lighting upgrades, ADA enhancements, parking lots.
- Sinking Funds dollars cannot be used for operating expenses such as employee salaries or benefits.

2004 Sinking Fund Projects
The 2004 Sinking Fund has been used for the following:
- Mechanical and electrical upgrades for Ann Arbor’s 21 elementary schools, 5 middle schools and 5 high schools.
- New boilers
- New classroom ventilation systems
- Replacement of rooftop air handling units
- Replacement of plumbing fixtures
- ADA enhancements

Proposed Sinking Fund Projects
The proposed Sinking Fund will be used for:
- Roof replacement
- Replacement of parking lots
- Replacement of ceilings and lighting
- Replacement of flooring
- Upgrading electrical systems
- Replacement of the current steam and roof top heating systems
- Building security and access systems
- ADA enhancements
- Technology hardware and software (if permissible by law)
